THE FUTURE OF GLOBAL TRADE: THE
ROLE OF WTO
The WTO regime of multilateral trading system
emerged from deep crisis of the GATT System and the big power interests to
control the global trade environment.
The victory of Washington consensus group which
comprised of big multinational corporations and other private interests, in the
Uruguay Round of trade negotiations created the World Trade Organization with a
commitment by the major powers to fortify and protect the environment of global
trade under the WTO regime.
It became logical when the regime was immediately
dominated by the major players in global trade and promoted undemocracy and
unfairness in the global trading system.
Thus, within few years crisis begins to surface to
the extent that now there is a deadlock indicating whether the regime will
survive or it too will have to give way to another.
These problems explain first the developing
countries hard experience in WTO system and secondly series of conflicts
between the major actors in the trading regime
The WTO mock summit 2015, in order to mark the 20th
anniversary of the World Trade Organization and the 11th Round of
the mock summit has deliberately resolved to deliberate on the future of
multilateral trading system under the WTO regime.
The objective is to come out with perspectives which
would help us to understand whether the WTO regime could be reformed or
otherwise. If so what would happen?
Accordingly, there are going to be investigative and
commission reports to be presented at the summit by the chairmen of these
commissions. The issues are deliberately
selected to cover areas that give the WTO trade regime great challenges. These are:

Trade delegates are selected to represent their
respective countries on the mock summit.
Each is expected to study the position of his/her country and write a speech
on the country’s view on the future of WTO trade regime, to be delivered on the
floor of the summit. The countries to be

The Summit 2015 coincided with WTO at 20. It remains in line with the prevailing crisis
in the organization. Since Doha 2001
when trade and development controversy between the developing and developed
country members of the trade body came on the table, the way out has been what
is called Doha Development Agenda (DDA) to be negotiated which indeed implies
the renegotiation and review of the Uruguay Round Agreement which formed the
WTO.
From the Doha Round through the next three in 2003,
2005 and 2007 the Ministerial Summits virtually ended in crisis and since then
there has not been any full Round of negotiations, except series of
consultative meetings to resolve some issues on multilateral trade relations or
see whether the deadlock in the great organization could be broken.
The WTO Mock Summit 2015 by students of Bayero
University, Kano is also a consultative meeting on the future of global trade
under WTO regime. The countries invited
to send trade delegates are carefully selected to represent certain interest in
the multilateral trading system.
The WTO Mock Summit week in November 2015 has other
sessions both on scholarly discourse about the future of WTO and other
activities to energise young students on their academic pursuits and future
leadership capacity. These include:
1.
There is going
to be presentation of research work on the future of global trade under WTO
regime by undergraduate students in the Department of Political Science.
2.
There is
inter-university debate to be hosted by WTO Mock Summit and research group and
FOSAMSSA here in Bayero University, Kano.
The topic of the debate is: “The Future of WTO: Reform or Collapse”.
3.
There is Quiz
competition to introduce young ones to challenges facing multilateral trading
system and basic issues about the WTO.
4.
A public lecture
will also hold during the week of activities by the WTO Mock Summit and
Research Group in partnership with FOSAMSSA.
The subject of the lecture would be on Nigeria’s place in the global
trade system. The title is “Nigeria in
the Multilateral Trading System: Problems and Prospects”
5.
There is
inter-university soccer competition in which five other universities are
invited to come and join WTO Mock Summit team for the game. A Table tennis competition for lady students
in Bayero University, Kano is being planned for implementation.
6.
A theatric
performance in form of drama presentation would be displayed either some
minutes before the summit begins with a view to dramatize a subject of
multilateral trade under WTO regime or the same but with a different schedule
of time and date.
7.
Another in the
package of activities in this academic session would be an e-training to fifty
different students by the Geneva Secretariat of the World Trade Organization on
any trade issue chosen by each of the fifty students selected to go through
this training. This is a result of
cooperation with Federal Ministry of Commerce and Investment which created this
link between “WTO Mock Summit and Research Group” with WTO secretariat in
Geneva. We are also planning a joint
National or International Conference to hold in Nigeria.
8.
Finally, a
discussion programme with Express Radio was already held on August, 1 2015 to
project the WTO Mock Summit 2015.

The organizing committee plans its work to attain
its goal by dividing into sub-committees and panels whose recommendations come
to the larger committee for final decision on the issue. There are many such kind of sub-committee –
fund raising committee, publicity committee and debating committee. Others are human right activism, event
planning, security, quiz competition, etc.
The work of various sub-committees is coordinated by
the chairman and director general of the group.

As mentioned above that there is a plan of a
National Conference jointly with Geneva Secretariat of the World Trade
Organisation. The Resource Persons and
the Research Group are going to be selected from the Academic Staff, the
current members of the Mock Summit and ex-members of the summit.
